A prequel to Dumb and Dumber, perhaps? James Belushi is the hotshot CIA agent, John Ritter is the shy insurance clerk he's forced to recruit as a courier. It's that mismatched-buddy/fish-out-of-water concept again, which can work so well (Lethal Weapon, for example), but all too often falls decidedly flat. Despite some moments of inventive farce, this spy comedy belongs in the latter category as it fails to really gel under Dennis Feldman's overactive direction.
